In-State Tuition is determined according to a student's New Jersey residency status or eligibility for the New Jersey Dream Act.

Determining NJ Tuition Eligibility

New Jersey Residency determines tuition rates for students attending Rutgers University.    Non-residents of the state are charged an additional tuition rate.   Normally, students must have their permanent residence in New Jersey for a minimum of one year prior to the start of the term in order to qualify for in-state tuition rates.  

Residency is determined at the time of admission to the university.  If students have a change of residency after they have started their attendance, they may file a Residency Analysis Form to change their status from out of state to in-state.  Please see form and instructions below.

The form must be completely filled out, signed, notarized and submitted with required supporting documents to the appropriate office for proper consideration.

The following list of items shows documents that are acceptable to support residency claims. Please ensure that the Residency Analysis Form is accompanied by copies of as many of these items as possible when submitting to the Rutgers University-Newark, Office of the Registrar.

  • A copy of your New Jersey Driver's License
  • A copy of your New Jersey Vehicle Registration
  • A copy of your Voter Registration Card
  • Copies of your current Federal Income Tax returns
  • Copies of your current New Jersey State Income tax returns
  • Copies of non-resident Income Tax returns
  • If you are not a US Citizen please submit a copy of your Green Card
  • If you are a dependent please submit a copy of your parent's Green Card
  • If you own your own home please submit a copy of your deed or property tax bills
  • If you rent please submit a copy of your lease or a notarized letter from your landlord indicating length of residency in the State of New Jersey

Students enrolled with F-1 or J-1 Visa

F-1 and J-1 Students Please be aware that any changes the Registrar makes to your NJ residency status for tuition purposes does not alter your F-1/J-1 immigration status. You will continue to be reported to SEVIS as an F-1/J-1 student unless you come to the Rutgers Global - International Student and Scholar Services with appropriate documentation to demonstrate a change of your immigration status.

Make an appointment for NJ Residency Analysis

Petitions for first term or prior to first term of attendance at Rutgers University must be submitted to the Admissions Office.

New Jersey Dream Act

There is a special category of students under the Dream Act for Eligible New Jersey High School Graduates involving students whose federal residency status is in question. Students that fall into this category may qualify for in-state tuition upon filling out the Non-Resident Rutgers Tuition Exemption Form.

Complete the Non-Resident Rutgers Tuition Exemption Form, Application and Affidavit pursuant to S2479 (the New Jersey “Dream Act”) and submit with an official NJ high school transcript in order to be considered for nonresident tuition exemption. Please note that continuing Rutgers University-Newark students should return this form to the Rutgers University-Newark, Office of the Registrar at the address on the bottom of this page.

New Jersey Tuition Equality for America's Military (NJTEAM) Act

Students who are eligible for Chapter 30 - Montgomery GI Bill Active Duty (MGIB-AD) or Chapter 33 - Post 9/11 GI Bill may qualify for New Jersey resident tuition rates. Please download and complete the New Jersey Tuition Equality for America's Military (NJTEAM) Act form.
