Health insurance is mandatory for students at Rutgers University–Newark, and the Student Health Insurance Plan is serviced by University Health Plans (UHP) and underwritten by United Healthcare Student Resources (UHCSR). Information about the Student Health Insurance Plan for the 2017–2018 academic year is now available, and details for different types of students are below.
Deadline dates to Waive or Enroll for Student Health Insurance
Failure to waive by the deadline, if you have other comprehensive coverage, will result in automatic enrollment in the plan and the student will be responsible for paying the premium.

Important Notes for All Students
- You must waive insurance or enroll in the plan every semester.
- For full-time student health insurance, students in online-only degree programs or non-matriculated students registered for online courses only are not eligible to enroll.
- For part-time student insurance, students in online-only degree programs, students who are registered for online classes only, or non-matriculated students are not eligible to enroll.

Insurance Eligibility Information
Please choose your student status to access details.
All full-time undergraduate students taking 12 or more credit hours and all full-time graduate students taking 9 or more credit hours* are required to have comprehensive health insurance each semester. Your insurance eligibility may be affected if an enrollment status change occurs (part-time to full-time or full-time to part-time). You must actively attend classes for at least 31 days after the date on which you purchase coverage.
*You must confirm how your department defines "full-time." For example, you may be required to register for 12 credits if you are enrolled full-time at Rutgers Business School or Rutgers Law School.
The student health insurance premium is added to your Rutgers term bill each semester once you are registered for full-time credits. You are automatically** enrolled after the deadline in the Student Health Insurance Plan unless comparable coverage is provided. You must waive online, before the deadline, at www.universityhealthplans.com to void your automatic enrollment.
- **Exception: If you are a graduate fellow or partial appointment teaching and graduate assistant, see the instructions under your category below.
- Full appointment teaching and graduate assistants must waive each semester.
When you access your term bill for the first time each semester, in the pop-up window, you will select whether you intend to waive or enroll. This only indicates your intention. The waiver or enrollment process is still incomplete. You must complete the waiver or enrollment form online at www.universityhealthplans.com.
Waiving: The charge will be removed from your term bill within four (4) business days after receiving a waiver confirmation number. Failure to waive online before the deadline will result in a non-refundable charge, and you will be responsible for the premium even if you have other coverage.
Enrolling: We encourage you to submit the enrollment form before the deadline. Insurance cards are available five (5) to seven (7) business days after you receive your enrollment confirmation number.
To add dependents, you must visit www.universityhealthplans.com. Payment is made directly to University Health Plans. The premium for dependents cannot be added to the Rutgers Term Bill.
When you have successfully submitted your waiver or enrollment form, you will receive a confirmation number on the screen and at your Rutgers email address. If you do not receive a confirmation number or for enrollment or waiver issues, call University Health Plans directly at (800) 437-6448.

Rutgers University visa-sponsored international students are automatically enrolled with United Healthcare Student Resources upon registration each semester by the Center for Global Services. The charge is added to your term bill each semester. To add dependents, or to make a life status change, you must visit globalservices.rutgers.edu.
If you have other coverage and wish to waive, you must visit globalservices.rutgers.edu. Failure to waive before the deadline will result in a non-refundable charge, and you will be responsible for the premium on your term bill.
Note: The student health insurance premium is a separate charge from the Health Services Fee (cannot be waived).

Non F1, J1 or F2, J2 Rutgers University visa-sponsored international students must follow the applicable process for full-time or part-time domestic students.
Part-time degree seeking students taking at least 1 credit hour are eligible to enroll on a voluntary basis before the deadline. Insured part-time students may purchase coverage for their dependents on a voluntary basis at www.universityhealthplans.com. Payment is made directly to UHP for students and dependents and cannot be added to the Rutgers Term Bill.
Full-time postdoctoral fellow students are required to be covered by health insurance. University Human Resources (UHR), in conjunction with your department, will determine your eligibility. If you are eligible, UHR will automatically enroll you in the Postdoctoral Fellows Health Insurance Plan with United Healthcare Student Resources. No waiver action is required unless you are an eligible postdoctoral fellow and you decline the postdoctoral health insurance. In that case, you must waive the student health insurance. Insureds may enroll their eligible dependents with UHR.
If you are a postdoctoral fellow who is not eligible for the Postdoctoral Fellows Health Insurance Plan through UHR, you are still eligible to enroll in the Student Health Insurance Plan. If you are a part-time student taking courses, then you may enroll in the Student Health Insurance Plan under the part-time rate. If you have completed your coursework and are working on research, exams, a dissertation, et cetera, please visit Graduate/PhD Students Considered Full-Time Who Are Registered For Less Than Full-Time Credits.
This does not apply to RBHS postdoctoral fellows. RBHS postdoctoral fellows should contact Kenneth Young at (973) 972-6617 or youngke@ca.rutgers.edu for enrollment and waiver questions.
Graduate fellows who have been awarded a full fellowship from internal or external sources are eligible. The Graduate School Dean’s Office will make final determinations about your eligibility. Upon this determination, you will be automatically enrolled in the Graduate Fellows Health Insurance Plan with United Healthcare Student Resources. No waiver action is required unless you are declining the Graduate Fellows Health Insurance Plan. If you are declining, you must complete a waiver form for the Student Health Insurance Policy each semester by going to www.universityhealthplans.com. Select the option bar for Graduate & Medical Student, not the Graduate Fellow bar.

Insureds may enroll their eligible dependents at www.universityhealthplans.com and the premium is paid by the insured directly to UHP.
The coverage period for the Graduate Fellows Health Insurance Plan covers a date range between 09/01/16–08/31/17, depending on your appointment.
Partial appointment TAs/GAs are eligible under this plan as determined by University Human Resources (UHR). Once you are on payroll, call UHR at (848) 932-3990 between August 10, 2016, and September 18, 2016, to confirm employment status and ensure enrollment in the Partial Appointment TA/GA Health Insurance Plan with United Healthcare. No waiver action is required; UHR will automatically enroll you. Insureds may enroll their eligible dependents with UHR.
Note: You will get an email from United Healthcare Student Resources (www.uhcsr.com) within five (5) to seven (7) business days after UHCSR has received your enrollment with instructions to print a card. The coverage period for partial appointment TAs/GAs covers a date range between 09/01/16–08/31/17, depending on your appointment.
Full appointment TAs/GAs are eligible for the State Health Benefits Plan. You must enroll with University Human Resources (UHR). Visit uhr.rutgers.edu/teaching-assistants-graduate-assistants for more information. You are required to waive the student health insurance online by the posted deadline date at www.universityhealthplans.com. Failure to waive online before the deadline will result in a non-refundable charge, and you will be responsible for the premium even if you have other health insurance coverage. Once you have submitted your forms to UHR, go to www.universityhealthplans.com to complete the waiver form. You do not need to have your insurance card. You only need to know which insurance company you selected on your SHBP forms.
Terminal Masters in their final semester and PhD students who have completed their coursework and are working on research, dissertation, exams, et cetera, are eligible to enroll in the Full-Time Student Health Insurance Plan at the full-time premium.
You may obtain an enrollment form from your department or find the appropriate form at riskmanagement.rutgers.edu. You must enroll each semester before the deadline. The Student Insurance Office processes the enrollment form and payment directly.

Insureds may enroll their eligible dependents at www.universityhealthplans.com, and the Insured pays the premium directly to UHP.
If you are a veteran under the Chapter 31 (Vocational Rehabilitation) program, please note the Veterans Administration (VA) considers you to have healthcare coverage under a comprehensive health insurance plan, even though you must go to a VA facility for treatment. Therefore, the VA will not pay the premium for the Student Health Insurance Plan. If you choose to enroll in the Student Health Insurance Plan, you are responsible for paying the premium charge on your term bill each semester. Please complete an enrollment or waiver form each semester at www.universityhealthplans.com.
If you are a veteran under the Chapter 33 (Post 9/11 GI Bill) program, please note the Veterans Administration (VA) will pay the premium for the Student Health Insurance Plan according to your percentage of eligibility, as they do not consider you to have coverage under a comprehensive health insurance plan. The premium is included on your term bill each semester. Please complete an enrollment or waiver form each semester at www.universityhealthplans.com.
